Word came yesterday from Rosina Rucci that fashion designer Bill Dugan died over the Christmas holiday at the home of his family in Albany. He had been unwell for sometime. Hed been prevented from returning to New York the following day because of the blizzard. He died the following night, peacefully and surrounded by his family. Bill had a long career working for Halston, and later had his own line as well as private clients. Ralph Rucci, Bills longtime friend and Bills wife of many years, Nancy North will host a memorial for him next week at Ralphs studio.
